The City of St. Cloud and St. Cloud Housing and Redevelopment Authority will be Hosting a Citizen Participation Focus Group Meeting for public input on the Amendment of the Community Development Block Grant Program (CDBG) 2005 Analysis of Impediments to Fair Housing Plan.

Residents of the City of St. Cloud are hereby offered the opportunity
to participate in a Community Development Block Grant (CDBG) citizen
participation focus group meeting that is being provided to discuss
proposed amendment of the St. Cloud 2005 “Analysis of Impediments to
Fair Housing”. The purpose of the meeting is to provide an opportunity
for citizen participation to supplement the comments that were generated
during community input sessions on November 14, 2009 and January 5,
2010.

This location is handicapped accessible.

Prior to the meeting, all citizens may have access to a draft amended
2010 CDBG “Analysis of Impediments to Fair Housing in the City of St.
Cloud”. Any visually or hearing impaired, or non-English speaking
persons who wish to participate in the meeting, or wish to have
translated/assisted copies of the draft amended plan can obtain a copy
by contacting Les Henson CDBG Coordinator at 320-252-0880 or by email at
lhenson@stcloudhra.com. Copies of the plan can also be obtained by
visiting the St. Cloud HRA web site at www.stcloudhra.com. Hard copies
of the plan will be available at the focus group meeting at the St.
Cloud City Council Chambers, 400 2nd Street South, St. Cloud, MN.

 

The CDBG Program is administered by the St. Cloud Housing and Redevelopment Authority on behalf of the City of St. Cloud. 

CDBG-funded projects must satisfy one of three national program objectives:

  • Provide a benefit to low and moderate income persons,
  • Prevent or eliminate slums and blight, or
  • Meet other urgent community development needs due to natural disasters or other emergencies.

Examples of Eligible activities:

  • Public Services: senior services, disabled and handicapped services, child care services, health services, youth services, and fair housing
  • Public Improvements: streets, curbs, gutters, sidewalks, streetlights, sewers, storm drains, traffic signals, parks and recreation facilities, health facilities, and fire station improvements
  • Housing Services: home improvement programs for lower and moderate income households
  • Senior Home Repair
  • Primarily Non-Profit 501(c)(3)

    The Community Development Block Grant (CDBG) is a Federally funded block grant program created by Congress in 1974, with the overall goal to develop viable urban communities by providing decent housing and a suitable living environment primarily for low-mod income persons. It provides annual grants on a formula basis.  It includes utilizing federal funds from the Community Development Block Grant program and various Minnesota Housing Finance Agency rehabilitation programs. The primary goal of this area is to revitalize neighborhoods by serving the needs of the low and moderate income level people and by eliminating slum/blighted conditions.
