July 12 Final Action

Notice to the Public that the St. Cloud Housing and Redevelopment Authority (HRA) Board of
Commissioners have approved revision of the Community Development Block Grant (CDBG)
American Recovery and Revitalization Act of 2009 (CDBG-R) and the CDBG
Consolidated Housing and Community Development Plan for 2009 One Year Use of Funds.

Central Minnesota Habitat for Humanity (Habitat) has requested assistance from the St. Cloud HRA CDBG-R program for conversion of two residential properties located at 237 8th Ave., So., and 301 8th Ave. So., St. Cloud, Minnesota, from a 20 bed congregate transitional housing facility into two single family homeowner homes. The property currently consists of two single family houses connected by a walkway. These two homes are to be disconnected and made available to CDBG qualified low to moderate income homeowner families. This property known as Casa Mia was previously owned by the Housing Coalition of St. Cloud. There are no new funds being requested for this development. The Casa Mia renovation project was awarded $128,350 from the St. Cloud CDBG-R program during the annual 2009 CDBG funding process. The original intent was to convert this facility into four permanent rental apartments, two in each house. HUD staff have advised the St. Cloud HRA that these CDBG-R funds can remain with the property under the proposed new ownership conversion plan.

The City of St. Cloud during the 2009 CDBG annual application process awarded this $128,350 CDBG-R funding (Activity 2008-164/229) to the Housing Coalition of St. Cloud to convert these properties into four permanent rental housing units, two in each house. HUD Area Office has have the St. Cloud HRA that as long there is a seven day notice to the public posted on the HRA web site and the intended use of the funds is not a substantial amendment that these funds can simply be transferred to the St. Cloud Area Habitat for Humanity. It has been determined by the HRA that the proposed transfer of funds is not a substantial amendment. The CDBG national objective of benefit to low to-moderate income persons remains the same and the redevelopment of two residential houses remains the same.

The HRA is anticipated to take final action on the proposed CDBG-R amendment on July 12, 2010.
