How has St. Cloud spent its CDBG funds?

The Mayor and City Council, after considering recommendations from low and moderate income citizens and groups representative of per­sons of low and moderate income.

During the 31 years of the Community Development Program (which began in 1975), the City of St. Cloud has programmed approximately 12 million of CDBG funds on the following types of projects:

  1. Housing rehabilitation loans and grants.
  2. Capital improvements for area non-profit agencies
  3. Acquisition and clearance of blighted property.
  4. Construction of parks and playgrounds
  5. Special assessment abatement.
  6. Acquisition and construction of public facilities.
  7. Youth employment.
  8. Historical preservation.
  9. Economic Development.
  10. Parks and playground equipment.
  11. Commercial rehabilitation loans.

Notice to the Public of No Significant Impact on the Environment and Notice to the Public of Request for Release of Funds ‑ City of St. Cloud, 2010 Community Development Block Grant Program ‑ Consolidated Housing and Community Development One Year Use of Funds Plan
 
This notice is intended to be a combined notice to meet two separate procedural requirements,
1) a finding of no significant effect on the environment and 2) a notice of a request for release of funds. The public is advised to specify in their comments, which notice their comments address.
 
On or about May 26, 2010, the City of St. Cloud, Minnesota, will request the U. S. Department of Housing and Urban Development (HUD) to release funds under Title I of the Housing and Community Development Act of 1974, as amended, specifically under the Community Development Block Grant Program (CDBG) Program for the following project:
City of St. Cloud FY2010 CDBG Entitlement Program. The purpose of this program is to assist in the alleviation or elimination of conditions of slum and blight, and to assist low to moderate income people. Activities under this program include:

NOTICE TO PUBLIC OF A FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
The above‑named City proposes to request the U.S. Department of Housing and Urban Development to release Federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93‑383) for the 2010 CDBG Program:
 
It has been determined through an environmental assessment, that such request for release of funds will not constitute an action significantly affecting the quality of the human environment; and, accordingly, the above‑named City has decided not to prepare an Environmental Impact Statement (EIS) under the National Environmental Policy Act of 1969 (PL 91‑190).
 
The reasons for this decision not to prepare an EIS are as follows:
An environmental review showed that none of the proposed activities would affect the quality of the human environment. The magnitude of all the activities were found to be minimal and the overall impact of the activities to be positive. An Environmental Review Record of the above-described project has been made by the City of St. Cloud that documents the environmental review of the project, and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the St. Cloud Housing and Redevelopment Authority, 1225 West St. Germain Street, St. Cloud, Minnesota and is available for public examination and copying, upon request, between the hours of 8:30 am and 4:30 p.m.
 
No further environmental review of such project is proposed to be conducted, prior to the request for release of Federal funds. All interested agencies, groups and persons disagreeing with this Finding of No Significant Impact decision are invited to submit written comments for consideration by the City to the St. Cloud Housing and Redevelopment Authority, 1225 West St. Germain Street, St. Cloud, Minnesota 56301, (320) 252‑0880 and is available for public examination and copying, upon request between the hours of 8:00 a.m. and 4:30 p.m. Such written comments should be received at the address specified on or before May 30, 2010. All such comments so received will be considered and the City will not request the release of Federal funds or take any administrative action on the within project prior to the date specified in the preceding sentence.
 
NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS:
To all interested agencies, groups, and interested persons disagreeing with this decision are invited to submit written comments for consideration to the St. Cloud Housing and Redevelopment Authority, at 1225 West St. Germain, St. Cloud, Minnesota 56301. All such comments so received will be considered; and the City will not request the release of Federal funds or take any administrative action on the projects prior to the date specified in the proceeding sentence.
 
Release of Funds:
On or about July 1, 2010, the City of St. Cloud will undertake the projects described above with Community Development Block Grant Funds from HUD under Title I of the Housing and Community Development Act of 1974. The City is certifying to HUD that the City and the Chief Executive Officer, in his/her official capacity as Mayor, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, City of St. Cloud may use the Community Development Block Grant funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. 
 
Objections to Release of Funds:
HUD will accept an objection to its approval of the release of funds and the responsible entity for a period of fifteen days following the anticipated submission date or its actual receipt of the request and the acceptance of the certification only if it is on one of the following bases: (a) that the certification was not in fact executed by the Chief Executive Officer or other officer of Grantee approved by HUD; or (b) that the responsible entity has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) that the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; (d) that another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections to the Release of Funds must be prepared and submitted in accordance with the required procedure (24 CFR Part 58), and shall be addressed to HUD at (U. S. Dept. of Housing and Urban Development/ Minneapolis‑St. Paul Office, Region V – 920 Second Avenue South, Suite 1300, Minneapolis, Minnesota. 55402). HUD will not consider objections on bases other than those stated above. HUD will have 18 days from the date the request is sent to approve the request. Potential objectives should contact HUD to verify the actual last day of the objection period.
