How to Apply for Employment
The St. Cloud HRA advertises available positions in the local newspaper as well as through www.minnesotaworks.net. Jobs are also posted on the bulletin board in the office and to this web site. Openings are posted as they become available.
There are two ways to obtain an employment application:
- 1. In Person: stop by the St. Cloud HRA at 1225 W St. Germain Street, St. Cloud, MN, Monday through Friday from 8:00 AM to 4:30 PM Labor Day - Memorial Day.
Monday through Thursday from 7:30 AM to 5:00 PM; Friday from 7:30 AM to 11:30 AM Memorial Day - Labor Day (summer hours) - Online: click this link to download the application forms which is in PDF format. You will need to print the application, fill it out and mail or fax it in. To read this file, you must have Adobe Acrobat Reader installed. The Adobe Acrobat Reader is FREE and can be downloaded from the Adobe web site (http://www.adobe.com). Installation and setup instructions are provided on the Adobe site.
HUD Section 3 Resident Employment
What is Section 3? Section 3 is part of the HUD Act of 1968 with the purpose of ensuring employment, training, contracting and other economic development opportunities for low income persons when federal dollars are expended. Federal law requires that "to the greatest extent feasible" at least 30% of all new hires should be Section 3 Residents. St. Cloud HRA and any business that enters into a contract with St. Cloud HRA, is required to adhere to the HUD Section 3 employment requirements. This means that all contractors awarded a contract (construction or professional service) or receives a purchase order (no threshold on dollar amount) and (excluding supplies/materials) is required to adhere to the Section 3 employment requirement. The St. Cloud HRA certifies all Section 3 Resident applications, including those who are seeking employment with contractors.
What is a Section 3 Resident? A Section 3 Resident can be one of three criteria in the following order of priority: 1) a St. Cloud HRA resident or Section 8 Housing Choice Voucher Participant; 2) is a participant in a HUD Youth Build Program (currently not offered) or 3) other low income persons who live within the city limits of St. Cloud (family income does not exceed 80% of the area median income).
Section 3 Resident Certification - All persons applying for employment with the St. Cloud HRA must complete an employment application and a resident certification form. All persons claiming Section 3 Resident status must provide proof of income or verification of living in a St. Cloud HRA owned-property. All applicants who meet the minimum requirements of the vacant position and have been certified as a Section 3 Resident will be given preference toward an interview.
