What can be done with CDBG funds?

Federal regulations allow cities to spend block grant funds for any of the following types of activities if they are intended to benefit pri­marily persons of low or moderate income or aid in the elimination of slums and blight. In addition, activities must be consistent with the goals, objectives, and needs identified in the Community Development Plan.

The following is a list of activities eligible under the CDBG Program:
1. Acquisition of real property for a public purpose.
2. Disposition of real property for a public purpose.
3. Public Facilities and improvements.
4. Clearance.
5. Public Services: 1) new services; 2) quantifiable increases in the level of an existing service.
6. Interim Assistance - immediate action is necessary to arrest the deterioration and that permanent improvements will be carried out as soon as practicable.
7. Payment of nonfederal share.
8. Urban Renewal completion.
9. Loss of income to rental property owners for holding housing units for those displaced by CDBG program.
10. Removal of architectural barriers in public owned and privately owned buildings, facilities, and improvements.
11. Privately owned utilities - CDBG funds may be used to acquire, construct, reconstruct, rehabilitate, or install the distribution lines and facilities.
12. Construction of housing assistance under Section 17 of the United States Housing Act of 1937.
13. Residential rehabilitation.
14. Historical preservation.
15. Code enforcement.
16. Economic development.
