Any type of activity not specifically listed by HUD is ineligible for CDBG funding. Those activities specifically excluded are:
1. To purchase, construct, or improve public buildings, city halls, po­lice stations, or any buildings predominantly used for the general conduct of government.
2. To operate and maintain any building, except in rare instances (such as the cost of lights, heat, and janitorial services, etc).
3. For general government expenses which are not related to the Community Development Program or any eligible activities.
4. For the construction of new homes, apartments, townhouses, etc.
