As COVID-19 affects a growing number of people in our communities, the St. Cloud HRA office lobby will be closed until further notice. The office will remain staffed and papers can be dropped off in outer lobby. Waiting list, income and household change forms available.
We are taking steps to ensure we will continue to be there for you to meet your needs.

Information on certifying as a Section 3 Business
Section 3 Preference - In order to comply with HUD regulations, it is your responsibility to SELF-CERTIFY your business annually on the Section 3 Business Registry. Questions, please contact Sandy Hunter at 320-202-3154.
The purpose of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) (Section 3) is to foster local economic development, neighborhood economic improvement, and individual self-sufficiency. As part of Section 3, St. Cloud HRA seeks to link affordable housing residents, Housing Choice Voucher participants, and other low-income individuals to employment, training and contract opportunities in connection with projects and activities in their neighborhoods. St. Cloud HRA encourages its contractors or subcontractors to make every effort to hire low-income residents to the greatest extent possible when working on projects funded by HUD.

All applications must be completed and submitted online. Click on the "Housing Rental Application" button above to begin the online application process. This application will give you the option of applying for one or more of the options available to you in one easy application.
A computer kiosk is available at the HRA office or at the public library across the street from the HRA office. The 2- bedroom waiting list for the Northway Townhomes and the 2-bedroom waiting list for Family Housing administered by the St. Cloud HRA is closed.
