5 Individual Programs

Shelter Plus Care Program One – The Shelter Plus Care program is funded by the Department of HUD. This program provides rental assistance for participants. The support service component is provided by the Central Minnesota Mental Health Center. Participants are persons who are chronically chemically dependent, seriously mentally ill, and chronically homeless. The funding for this program must be applied for on an annual basis. Each year HUD decides whether or not to renew this grant. This grant has a total of 14 slots. As of December 31, 2008, we had 18 slots filled and are allowed by HUD to fill additional slots if there are grant dollars still available. The administrative fee is 8 percent of rental assistance paid out each month. This percentage is the same for all the Shelter Plus Care Programs. 

Shelter Plus Care Program Two – This Shelter Plus Care program is also funded by the Department of HUD. Rental assistance is provided for persons who are chronically homeless. Chronically homeless being defined as a single unaccompanied disabled person who has been homeless 1 or more years or 4 episodes of homelessness in 3 years. This program has 10 slots. As of December 31, 2008, all slots were filled.

Shelter Plus Care Program Three – The third Shelter Plus Care Program started in August of 2006. It is also funded by a grant from the Department of HUD to provide rental assistance for persons who are chronically homeless. The program has 4 slots and as of December 31, 2008, all slots were filled.

Shelter Plus Care Program Four – Our fourth Shelter Plus Care Program started in June of 2007. This grant has four slots for single room occupancy. As of December 31, 2008, we had 5 slots filled and are allowed by HUD to fill additional slots if there are grant dollars still available.

Shelter Plus Care Program Five – The fifth Shelter Plus Care Program is a sponsor based program with the Salvation Army. The Salvation Army leases the apartments and St. Cloud HRA administers the grant to provide the rental assistance. This grant has five slots and as of December 31, 2008, four were filled.
