Public & Subsidized Housing

The Public Housing Program was created in 1937 under the Housing Act. Public Housing is operated by rents paid by residents and ad operating subsidy from HUD. Improvements to Public Housing are funded through the Capital Fund Program.   Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single family houses to high rise apartments for singles. 

HRA Managed Properties
The Public Housing Department is involved in the direct management and operation of HUD Conventional Low Income Housing, Section 8 New Construction, and the Tax Credit Affordable Housing program.

These housing programs require the applicant to move to one of the designated Housing Authority Housing Complexes. There is a separate waiting list for each complex along with different Eligibility and Income requirements that you must meet.

Conventional Low Income Housing
The St. Cloud Housing and redevelopment Authority provides 291 units of HUD owned low-income housing. Residents of this housing pay 30% of their adjusted gross income to the Housing Authority as rent. Buildings include: Empire Apartments, Wilson Apartments, single family homes and townhomes.

Section 8 New Construction
The Section 8 New Construction program has 162 subsidized units that are contracted through HUD. Residents of this housing pay 30% of their adjusted gross income to the Housing Authority as rent. Buildings include: Grace McDowall Apartments, Northway Townhomes and Germain Towers Apartments.

Tax Credit Affordable Housing
The Tax Credit rental program is for households with low to moderate incomes to rent. Persons residing in these homes must fall between a minimum and maximum income limit.  The HRA currently owns and manages 7 tax credit housing facilities; The Creeks, The Brownstones, Riverside Seniors Apartments, Swisshelm Village One and Two, and Westwood Village One and Two.  Eastwood Apartments is an 18-unit affordable housing building.  All have set rents with income limits.
